Steve Hall


Empire, a company based in Knoxville, TN commercial construction. Steve recognized the growing demand for renovation services in the multi-family industry. He later turned the focus of Empire towards being a General Contractor and gained unlimited GC licenses in all states throughout the Southeast region. Now, 39 years later, Steve continues to lead an accomplished team of professionals who have completed the renovation of over 20,000 multi-family low income housing units throughout a large regional footprint. When not leading Empire Construction or mentoring those in the company, Steve still pursues his passion for building with various wood working projects. From a table for his home to a storage building, Steve has a vision for the end product and enjoys the process of making it a reality. Steve is committed to living a healthy and active lifestyle. To accomplish this he enjoys time on the tennis court for a competitive match with friends on a regular basis.

Ben Tullis


Ben Tullis started with Empire in May 2001. He graduated from the University of Tennessee with a Bachelor of Science in Business Administration. Ben has worked his way through the ranks in the field learning all aspects of running a job site efficiently. He transitioned into the lead Superintendent and then Project Manager working on jobs ranging from $5 Million to $19 Million. Over Ben's 20+ years in the construction industry he has been involved with Multifamily renovation, Multifamily new construction, Assisted Living new construction and tenant finish projects. As a result of Ben's successful projects, leadership capabilities, morals and his vision for the future of Empire Construction, he was awarded the position of company President. Ben enjoys spending time with his wife and three kids. He is an avid runner throughout the year and enjoys training his German Shepherd dog. Ben also enjoys golfing, fishing and boating.

Drew Sutherland

Project Manager/VP

Drew Sutherland was hired by Empire Construction in January 2001 as a young man with discipline, drive and a willingness to learn that he had received during his training as a Marine. During his 18 years of construction experience Drew has completed multi family renovations in both occupied and gut rehabs. He has also built multi-family new construction, Assisted Living and Memory Care new construction projects. He has been the lead Project Manager on jobs up to $15MM. Originally from Washington state, Drew enjoys hunting, fishing and spending time with his wife and kids. Empire is honored to employ a Marine. Drew was deployed to the Middle East twice for non war time missions.

Dan Johnson

Director of Sales/Marketing

Dan Johnson joined the Empire team in April of 2001, bringing with him over 20 years of sales and marketing experience gained from working for a variety of companies, including some of his own. During his first three years at Empire, Dan worked as a construction manager where he built the foundation of his knowledge of the multifamily industry. Promoted to Director of Sales/Marketing in 2006, he is now responsible for Empire's strategic planning and implementation of sales, marketing and business development in today's ever-changing LIHTC market. Dan enjoys spending time in the outdoors participating in a variety of activities. Backpacking, camping, fishing and kayaking with family and friends are his favorite ways to spend a weekend. Dan is also committed to living a healthy lifestyle. You can find him at his local gym working out on most mornings.

Ben Mills

Project Manager

Ben joined the Empire team in 2004 after receiving a degree in Mechanical Engineering from the University of Tennessee. During his years at Empire, Ben has had an opportunity to spend time learning the roles of multiple different positions. Ben has been in the field as a Superintendent and in the corporate office directing Project Development for estimating and procuring subcontractors/materials. Since 2016 Ben has been working as a Project Manager overseeing high-rise renovation projects in the $2 million to $9 million range. Ben and his wife have three children and lead a married couples small group together at First Baptist Church in Sevierville, TN. He enjoys running and playing golf in his spare time.

Troy Hoskins

Project Manager

Troy Hoskins has been an asset to Empire Construction since his hiring in March 2016. He brought with him 30 years of construction experience with the completion of multi family renovations, multi family site development/new construction and commercial development projects. Troy has been the lead on projects ranging from $2 million to $2 million. Troy is all about his Oklahoma football and he calls the state home. He enjoys time on the golf course and traveling to new destinations both domestic and abroad.

Leon Mullinax

Project Manager

Leon Mullinax has been a valued team member of Empire Construction since May 2016. He brought with him many construction lessons that he has learned over his 35 years of experience. Leon has completed the renovation and new construction of thousands of apartment units, surgical centers and medical offices with projects ranging from $2 million to $45 million. Leon claims the Georgia Bulldogs as his favorite team to root for and enjoys teaching adult Sunday School. Empire is proud to employ an Army veteran who served our country in Vietnam. In addition, Leon is the recipient of the Bronze Star for meritorious service above and beyond the call of duty.
